EUGENE, Ore. -- Public opinion is split when it comes to the proposed new payroll tax.

A Eugene committee is recommending the tax as a way to raise tens of millions of dollars for public safety. While some are in support of the tax and the services it benefits, others don't see the need.

Eugene resident Rod Wray said he sees the taxes he is paying, but he's not seeing the return.

One woman told KEZI 9 News she simply cannot afford to pay more taxes because the cost of living keeps rising.

One man, however, told KEZI that he believes the police when they say they need the extra funding.

Police Chief Chris Skinner said public safety needs the additional money to serve the community.

"The demand for the services has outpaced our supply," Police Chief Chris Skinner said. "We just dont have the supply to meet the demands this community has and its demands that they deserve to have met," said Skinner.

About two-thirds of the tax revenue would benefit public safety, leading to an increase in hiring in the police and fire departments for example.

The council is expected to hold public hearings as they consider the proposal.
