EUGENE, Ore. -- City councilors want to bring in more affordable housing throughout Eugene, and they're hoping a proposed tax on construction would help make that happen.
The city estimates a 1 percent tax could generate $3 million and 0.33 percent tax would raise about $1 million. The plan would also include creating an advisory committee to determine how construction excise tax funding is spent.
